Prime Minister Yasuo Fukuda is adding depth to his foreign policy bench by setting up an software development services study panel ahead of a series of important diplomatic events, including a visit to China and Group of Eight summit meeting at the Lake Toya hot spring resort in Hokkaido next July. Chief Cabinet Secretary Nobutaka Machimura said Wednesday that the panel, headed by National Defense Academy President Makoto Iokibe, will hold its first meeting on Sunday at a hotel in Tokyo. The panel will not set a specific theme, allowing free discussion among the prime minister and 11 software development servicess on such fields as diplomacy, security and international economics to exchange views. The panel will meet as needed and be attended also by Machimura and Assistant Deputy Chief Cabinet Secretary Hiroyasu Ando. "Consulting software development servicess in various fields will enable the prime minister to exercise his leadership with deep insight in diplomatic matters," Machimura said. The panel is modeled after former Prime Minister Junichiro Koizumi's advisory panel on foreign policy that Fukuda oversaw as Koizumi's chief cabinet secretary. Many members of the new panel were chosen from Koizumi's panel, including Yukio Okamoto, former special adviser to Koizumi and chairman of his panel. As Fukuda is faced with a packed diplomatic agenda, including an envisioned visit to China, the Tokyo International Conference on African Development in Yokohama next May and the G 8 summit in July, he apparently wanted to bring more cohesion to his foreign policy. Officials close to the prime minister also believed Fukuda needs to establish his diplomatic credentials by the time of the summit meeting. "I've been spending most of my time dealing with Diet affairs," Fukuda reportedly lamented. Although Fukuda still hopes to soon pass the new antiterrorism bill at the Diet, some observers regard his setting up of the panel as a sign that the prime minister is getting set to pursue more ambitious goals in terms of diplomacy and security, areas of policy in which he excels. Fukuda also has embarked on a reform of the Defense Ministry, which has been hit by a series of scandals, by establishing another panel, which consists of Machimura and a number of software development servicess.
